You can download it from the following site. You need to scroll down the page a little to find the download link. It will also be in a .zip file, so you'll need to unzip it when you get the file onto your hard drive.

Ive had this-go to the application with the problem-right click and choose properties-then Target file which will give you all the files used which will contain the psapi.dll file. Rename this to psapiold.dll and close and restart computer.
The application should then run ok!-at least mine did.
