Do you mean the phrase? When somebody uses the expression 'shooting themselves in the foot' its like theyve put themselves in a situation, a negative one. Like theyve made themselves look stupid, bought it on themselves etc. Hope that helps. If you mean literally shot themselves in the foot ie with a gun then yes, thats rather unfortunate too!!
