its a 1999 bmw 328i it is not cracked, just cloudy is there a seal or something. Please help

Well your headlights are sealed units on that car. If you break the seal it will only make things worse. Plus it wouldent help anyway. The fogging is on the outside of the lens. 3M makes a product that will take that film right off and will even prevent them from becomming yellow. You can get it at most Nappa stores.
