I am working as a contractor (through a contract house) for the first time. I am now interviewing other places (outside my contract house) and started thinking about how to go about quitting. Should I talk to my contract house first? Or talk to my "boss" first?

Take to the people who pay your wages first.

Ideally you should fulfill the terms of your contract before moving on. To brake the terms of a contract is bad business.

Oh, dont show your hand just yet to your contract house
If you start asking questions about quitting, that may have a negative impact
If you are on contract - do you have a written contract - sometimes it states in there what the terms of the employment are....
Sometimes the new employer has to pay a fee to the contract house if they hire you
