I have a toilet on the second floor, with no leaks, and pleanty of water in the back. When I flush, sometimes the toilet paper, etc. doesnt go all the way down, and you dont hear the "gush" sound of the toilet finishing the flush. Other times, it flushes normally without any problems. Any ideas?

Don't try a previous poster's suggestion of putting acid in the toilet. You should take off the top of the tank and check how the flapper valve opens and closes when you flush. Sounds like it is closing too early sometimes. You may need to shorten the chain going to the flapper valve to give it more lift, or replace it with a new one designed to be able to stay open longer.

There is a rubber "flap" down in the tank that when you jerk down on the handle that thing becomes "afloat" and it then stays afloat until the entire tank is downloaded.

That flap has become inflexible due to age and has detoriated and will not float upward properly. Go and buy a new flap at Lowes for about $3 or so. Easy to install, it has 2 ears on it with a couple holes and it pops right off and new one pops right on.

Since you say that it works normally at times, it is usually a partial clog. Get a toilet auger and ream it out. EDIT; Muriatic acid is a dangerous chemical, not for amateurs, in a toilet bowl it can cause the china to overheat and fracture.

Jets under the bowl are probably clogged. They say you can buy muratic (sp?) acid and pour it down the tube that the flapper connects to. Or take a coat hanger and stick it all of the weep holes under the toilet rim. However, I haev tried this with no luck and I know the drain was totally clear. So I just bought a new toilet...which did the trick.

Try some one ply toilet paper. You can get it at Wal-mart in the camping section. We have two bathrooms and both of them can't flush at the same time. Maybe you are connect to another toilet.

Try beginning the flush just as feces are about to stop . Flush again when you have finished the paper work

One thing that works with lo-flo toilets is to hold the handle down longer. That usually takes care of it.

Try 1 cup of muriatic acid in the tank and 1 cup in the bowl full strength. Let it sit six hours. Try it. Check the flapper/stopper in the tank. Sometimes they drop to fast. Home centers sell adjustable ones that can replace what you have.

You might have a low-flow (energy efficient) toilet. I agree that bit sucks.
