I think the bottom line is that Castro was both smarter and luckier than Saddam--although personally I suspect a quick hanging is a lot less painful than the lingering abdominal disease that el Lider Maximo seems to have. Hussein was hanged because he was stupid enough and unlucky enough to have lost power.
Castro was smart enough not to pick an actual war with any of his neighbors. Yeah, he came close in '62 to provoking WWIII between the US & USSR, but he subsequently learned the importance of distinguishing between rhetoric and reality. Saddam wasn't nearly so clever, and started the disastrous decade-long war with Iran in the 1980s and then of course invaded in 1990. These aggressive actions made Saddam appear a lot more dangerous to his neighbors than Castro ever did and raised the likelihood of his getting to dance the Nuremberg jig at the end of a rope.
Castro was lucky in that Cuba's only real neighbor was the Estados-Unidos. If I may mix cartoon metaphors, for 45 years we have been the blundering giant like Baby Huey while Fidel riposted with the guerrilla diplomatic and political tactics worthy of Bugs Bunny. After the initial flurry of serious assassination attempts in the early 60s, the US has merely huffed & puffed at Castro's regime.
Given how OLD Castro looked in the most recently released video, I doubt if the old "hijo de puta" will hang on much longer. Soon enough he'll be in Hell and able to swap notes with Saddam on the painfulness of their departures.

Probably because America has yet to declare its crusade against all the Evil Dictators Of The World (TM).
The thing is, as bad as Castro is, it really isn't America's responsibility to go around taking every bad man on the planet out of power. It'd never get out of war that way.

Why don't you invade China and hang their leaders because of Tiananmen? Oh yes, that's it, they're a nuclear power, and they will beat you, wherever you are.
The rule of law must be applied equally or not at all.
