A desktop computer will get you bigger bang for the buck if you dont need the portability of a laptop. Of course, if you need portability and are willing to pay the extra money, go for a laptop.
1 If you got at least 2ghz processor (you will get more for your money with an AMD processor, than Intel, as you are paying for the name with Intel) that should work for all but the most geekie of all or with special computing needs.
2. I would insist on 512 mb ram, or 1 gig ram if you plan on getting Vista. However, I do NOT recommend Vista, especially for new users as you are going to be frustrated with it for the next two years until Microsoft fixes some of the bugs.
3. You would need a DVD or DVD RW if you want to view movies on your computer. DVDRW allows you to burn DVD's, a DVD rom will only read DVD's. A CD Burner or CDburner/DVD rom combo drive is a good compromise.
4. If you have a digital camera, I recommend a large hard drive, say 200GB or larger. You could get by with 120GB, but you may run out of space if you store lots of pictures, movies, or music on your computer. You may also want a digital card reader if you have a digital camera as it easily allows you to quickly transfer pictures to your computer.
5. A printer is optional, according to your needs.
6. You will need software. Best is to get free software such as Kubuntu at www.kubuntu.org and free open office at www.openoffice.org. If you elect Microsoft Software, you will also need antivirus software, because Microsoft gets hacked, and your personal information stolen and sold on the internet, often even if you do have antivirus software.

If you want to go relatively cheaply (under $1000) you might do well with a notebook PC with the following features.
Core 2 Duo CPU (low power consumption)
1 GB memory
CD- or DVD-writer
Windows XP operating system
Notebooks are handy since you can lug them around with you to classes, and also there are many places that have wireless hotspots where you could sit at a cafe or coffee shop and have internet access.
However, if you go with a notebook PC, be sure to periodically create a CD or DVD with backups of your important documents (papers, notes, etc.), so that if your notebook is lost or stolen you'll at least have a recent backup of your documents.
