No one but the police can help you now. You should have called them and made a police report immediately when your neighbor stole your rent money. However he managed that one.

I can only hope that if you were raped, you went to a hospital and made a police report. . . possibly even filed a restraining order. If so, this person is violating the law by moving into your building. If you did not pursue any of these legal avenues, there isn't much even the police can do to help you, as there is no tangible evidence of what this individual did to you upon which they can act.

Do what it takes to get custody of your children (if you think you can provide them a good stable home)
and get the heck outta there. Move 3 states away and leave no contact info and start your life over in a positive environment!!

Call the police and get an order of protection against the rapist.
They will help you do this.
Then report the robbery.
and then remove yourself from that area by any means possible.

The longer you stay, the worse it will get.
get to a women's shelter.
They are in every phone book.
Good Luck.

DO NOT STAY THERE!
