Acceptance into FIFA?

I just wanted to find out the criterias that countries have to meet in order to be eligible for acceptance into FIFA. I know countries like India and Pakistan are not members of FIFA so what do they have to do??

India and Pakistan AREN'T members of FIFA?

Both are part of the ASC in FIFA.

They have never played in the FIFA World Cup because they aren't particularly good, but they are part of the FIFA organization.
