The simple and correct first action would be to tackle at govt. level. All public servants should be satisfied with their salaries and not make a profit from the office they hold. There should be surveillance in all govt. offices and the guilty should be remanded to custody, where they do community work and learn to be satisfied with their earnings. Once we eliminate corruption from the govt. employees, who are being paid from public eschequer, the civilians will fall in place. They civilians participate in the corruption, for favours, etc. they are more like victims, if they don't pay they don't get licence or approval. The public servants are the most detestable, as they get paid for their jobs, but want more money for the job that they are supposed to perform. They show favours for monetary gains, thereby spreading frustration among the youth. And as the saying goes, corruption begets corruption, and the youth are easily influenced by this luxurious and easy way of making a lot of money.

to all the people answering this question you must realize politics has very little to do with the problem of corruption. Civilians who work for the government and handle money for example, steal money that was supposed to go to paying off a debt to another country or aid in Sierra Lione or military research. Corruption happens on all levels of the government, not just political. The solution is "purification" or in other words finding these people and sending them to jail since it IS a federal offense.

I presume you mean India? Well how about giving a decent wage to the true nation builders - our school teachers. That should raise the standard of universal education, enable and empower the common citizen. Then alone will the power of money - root of corruption - diminsh. Guess that's true about the US too.

Treat the condition of liberalism, under which corruption is actually part the philosphy of life. Imagine people who believe that everything is "okay," as long as it feels good (how more corrupt can you get?). They truly need intense mental therapy, en masse.
