Our landlord says that it is just fine, however everywhere I look that seems wrong. Our apartment is freezing and they claim that it is just right. They are refusing us new windows (they are very drafty) and new heaters. The apartment above and below us is at least 30 degress warmer. Is there any official information about what the temperature in the boiler/water piipes should that I can print and show my landlord. They refuse to believe us when we say it should be warmer. So far their solution has been to duct tape our windows and put up sheet rock - however neither have anything to do with the windows or the heaters. Please help!

Water temp should be higher than that. Boilers generally circulate the water out at 180 and the return should be about 150 degrees. Perhaps your system needs to be bled due to trapped air in the lines. Look for bleeder valves at the ends of the basebord units.

Sounds like you might be at the end of the loop * after the other apartments have cooled the heat from the water. If you have your own thermostat in your apartment, your radiator water may be some out mixing was cold water.

If you blow air across the radiators on their hot, you can pull more heat out of them
