There are no plans to stop terrorism. The current situation is very lucrative for big business, the CIA, the FBI--why would they want to change it?

Easy...
Those gangs are protected under certain laws that would therefore inhibit action taken upon them.
However, dealing with terrorists is a different story. We have taken military action on terrorists, who aren't protected by laws. Martial law has been enacted to exterminate terrorist. We could do the samething with America's gangs, but think of all the legal procedures that we'd have to endure.

Why would the government stop either of these things? Fear fuels consumer spending. If people are frightened they buy more stuff. They stay home more so they need things in their homes to entertain them. Whether it's gangs or terrorists, as long as Americans are afraid it works out well for the government. And really, who scares you more? The random terrorist that you're highly unlikely to encounter? Or your fellow Americans who are on the news every night killing people in your neighborhood, your county, your state?

It's not PC to do THAT...
Because you would be labled as "racist" since most gang members are latino/black.
Politicians DON'T want to go to the heart of what's wrong(that's painful). It's all about deception, and the appearence of doing "something", and yet doing NOTHING!

However, I think the war on Terrorism is a fraud, a hoax, and propaganda intended to justify a transfer of wealth to the Military Industrial Complex that President Eisenhower warned us against in his farewell address.

Even more shocking. Why can't we stop people from stealing laptops from the x-ray machines? If we can't do that, what makes us think we can stop people from blowing up planes?

You can shoot a terrorist on contact, you have to arrest a gang member.
