Is it a conflict of interest for ex chairman of real estate committee to be a major developer ?

Currently mayor of city. Was chairman of house committee on Real Estate in state legislature. Also a local businessman. Has been involved in deals that have both benefited and hurt the city.

There is a lot of potential for conflict of interest here. It would have to be looked at in a case by case basis. The bottom line is: The voters elected him, trust but verify.
