Burnaby is home to Simon Fraser University and the British Columbia Institute of Technology.
Surrey has a few private colleges but they aren't as widely acknowledged as SFU and BCIT.

Simon Fraser University's main campus is in Burnaby, and it has a satellite campus in Surrey, and another in downtown Vancouver. UBC's main campus is in Vancouver and i beleive they also have a satellite campus in Surrey. Trinity Western University is in Langley, which is next to Surrey. There may be other private colleges or degree granting institutions but SFU and UBC are the main universities in the Lower Mainland area.
