Is it supposed to mean something? My parents never took a picture of me and my school pictures were always to much money. The only picture I could remember was the one on my Military ID and then my Drivers License. My first wife burnt the wedding pictures and I was sick for my Boot Camp Picture when it was taken.

You mean like they wont hold the camera pointed at them? I hate self portrait pictures because they are usually too close to give a good perception of the way you actually look. You look distorted since u are too close- unless u have really long arms or a timer on ur camera
If you mean the person never wants to be in a picture? Then that from my experience means that person is not happy with the way they look or the way they will be portrayed in said picture. Sometimes people think you will use the photo as blackmail or edit it or use it to take advantage of them
Did you ask to take or see a picture of somebody? I think to best answer such a question we need more info on what the situation was

Well, it could be many things.
The person could have low self-esteem and feel that they don't want to see themselves or have others have some photo showing how they look.
It could be some belief-based restriction where the person does not believe in photography, or their culture has created a fear that the camera steals your soul. This is very uncommon, though.
It could be a psychological supernatural delirium where the person believes that if someone takes their picture, they'll be trapped inside that photo or that their soul has been stolen.
It could be that the person truly believes they are vampire or some other supernatural being that cannot be photographed.
Obviously, most common among the majority of the psychologically sound population that doesn't want their picture taken are self-conscious and don't like the way they appear in photographs for whatever reason be it weight, it's their "bad" side, a physical malformation, etc.

It could be a phobia, perhaps they don't like the way they look now and prefer not to document it. It could be superstition, sometimes when I go to the Grand Canyon, none of the pictures taken with a film camera turn out. Additionally, my watch stops while I'm in the canyons and it starts working again when I get back on the main highway, very strange. I took a picture once towards a sliding glass door, the subjects showed up in the picture, but one of the people standing behind me, their image did not show up in the windows reflection. When I enlarge the image, it actually looks like a skull and monster instead of that person, not that's scary.

Maybe it means that they don't like how they look in pictures. That is all. There may be nothing religious, they may not be trying to hide anything. Maybe they just don't like their picture taken. Also maybe they can't afford to have it done professionally.
Why does everything a person does have to mean something?

Also, I am the Picture taker in my family, it is hard to get pictures of your self when you are holding the camera.

Maybe they just don't want to take pictures of themselves. I like taking pictures of people but HATE it when I get mine, so I never take my own picture. It's nothing religious or supersticious, just not something I like doing. Maybe this person is the same way. Doesn't feel like flaunting images of themselves to keep from being narcisistic or prideful (which could lead to a religious thing since pride is one of the seven deadly sins). It all boils down to this: Who knows? Who cares? If they don't like taking pictures of themselves, why question it? Let them do their thing so they can stay happy.

I have to agree w/ the others that said it was a self esteem issue. My mom used to be this way when she was obese. She would go to the extreme of grabbing a family members camera when they weren't looking at a Christmas get-together and remove the batteries. It was sad.

Actually I don't like having my picture taken. I'd rather be the one taking the pictures - major hobby of mine. We have lots of pictures of the family at Disneyland. Most do not include me in them

Maybe they don't want anyone to remember what they looked like after they do. Or, it's possible that they plan on committing a crime and they don't want to be easily identified by the cops or anyone else.
But it's more likely that they simply don't like the way they look in pictures! Some people just aren't photogenic.
