I think it's because some people have a lower resistance than others

Dry air conducts electricity much better than moist are, this said someone with forced air heating will get shocked more than someone with radiant heating system. Some people have even said that it has to do with electrolyte concentration. But I feel that it has more to do with type of clothing worn. Synthetic fleece will hold a charge better than Natural fibers so it will have bigger releases when it does let go creating the shock. I hope that helps a little bit,

Things that effect static electricity:
humidity in the air
clothing you are wearing (natural vs synthetic)
shoes you are wearing (leather vs rubber)
floor surface (carpet vs tile)
are you sitting/standing
what is the material of the chair
etc.

It is not just you. When it is cold, I get shocked on my car, my mailbox etc. It drives me crazy. It does not seem to matter what kind of shoes I wear. I do not "shuffle" or drag my feet.
I think some people are just prone to it. :(
