I know that you can put up a windmill or two on your property to reduce your own power consumption if you live in a rural area. the question is, can i build 10 of them to create more power than i use and sell the power for profit? the world needs clean energy and I'm interested in an investment. what are the rules?

You're not actually likely to make any profit. Many utilites will buy power from small operators, such as those who have water wheels. Your problems are: a. I don't think your local agencies will allow you to build many windmills. and b. Windmills aren't actually that efficient. They don't produce much power at all, especially if it is smaller and closer to ground level. Additionally they take up lots of space and are subject to weather conditions. There is no way to guarantee there will be any wind. Wind power is getting lots of hype, but if you look at the numbers it doesn't actually work. Worst of all, erecting large windmills will destroy global weather. Weather is driven by wind, but if we take the wind for electricity, who knows what will result.
