Yes, as long as it does not have mold on it. Pipe tobacco is like wine, better with age.

Absolutly. If it's not moldy (which will make it look and smell like something I doubt you'd want to smoke anyway) old tobacco is fine. If it's been stored properly it may be better than fine.
Pipe tobacco's flavor improves with a fermentation process which is more pronounced in some types of tobacco than others. Virginia tobaccos (referring to the type of plant, not where it's grown) have a high sugar content and show the most dramatic improvement. Burley tobacco, usuallly the base for most American-style pipe tobaccos, has almost no sugars and doesn't ferment much at all. There are a number of other types of tobacco that fall between these two extremes, and most pipe tobaccos are blended from several different types. Stored in an airtight container, pretty much any tobacco but straight burley or heavily flavored ones will improve, and keep improving for years.
So the short answer is yes, it's probably ok to smoke. Depending on what it's made of and how its been stored, you may have anything from about as good as new to much, much better.
