I would guess you call the New York Taxi Alliance or whatever that group's name is. Or you could call one of the local news stations in New York, I'm sure they probably talked to him. Man, I can't believe how cheap that woman was. He returns thousands of dollars worth of jewelry to her and she gives him jack shite in comparison. It is crazy how cheap rich people can be.
