Well the computers that are been sold right now comes with the Windows Vista, so I would highly recommend that you get a system with at least 1 GB of memory ram. best buy has a really nice one for $564 -> http://www.bestbuy.com/site/olspage.jsp?skuId=8223086&type=product&productCategoryId=pcmcat103700050049&id=1166840115553, and the only thing that it doesn't really have is a powerful video card which you can add it later if you want to!!!

Dell is good. Any name brand would probably do fine. For what you say you need, I'd look for price and warranty as my main discriminators. Depending on your needs, you might also look for a big disk for music and pictures.
One advantage of a computer you purchase locally would be that you can take it back to that retailer for service. Then again, most computers don't need service - the problems people encounter are mostly configuration problems which are not part of any warranty.
I would look for a slower computer - something with last month's processor instead of this months. For this reason, I would also avoid Windows Vista if possible. It will eat up your resources and many older computers will choke on its demands. It is prettier but XP does a much better job of running programs. The increased security in Vista is good but XP can be protected by firewall and anti-virus programs.
If you can find a closeout locally or a model on a manufacturer's outlet site, you'd probably be fine. One advantage of Dell is that they have a large outlet site where they sell open box and refurbished models.

I love Dell. I've had 3 or 4 and never had any problems with them -- well, no problems that I didn't create, and even then their tech support helped me out.
As for what to get? Buy the best you can afford. Memory and processor speed are at the top of the list (they affect the performance of the computer), followed by hard drive space and "goodies" like wireless internet card, etc. I'd take a fast processor with extra memory and a 60 gig HD over a mediocre processor, 256mb memory and a 160 gig HD.

Dells are good I have one myself at present, but am looking to get another kind.. But they're somewhat harder to fix because in some cases.. You have to use their own name-brand stuff to fix the problem. I would get a Compaq, Gateway, or even an E-Machine. As far as specs. What should be in your computer. Would highly depend on what you're intending on using it for.

know the system configuration
whats processor speed ex 3ghz
whats the ram capacity ex 512mb or 1 gb
hard disk capacity ex 160gb
and monitor type like lcd or normal and resolution level
check all the things and compare with other then choose a right pc

You would definately have to know the specs and on a brand I would say Dell, but HP is more affordable.
