They are generally misleading and inflammatory. They are designed to make they other candidate look bad, but rarely state the truth. They'll take five words out of an article and say it is fact when in reality it is five words from five different places in an article. So while the opposition may have said all five of those words, they weren't said in that context or with that precision. Yet, those five words will be used as a direct quote to show how the opposing candidate thinks "putting babies on spikes is a good thing for America."

Whether or not they are stating facts about their opposition.
