In all honesty...you can't do that. Not that I disagree with you....but even these scumbags have rights. It's up to your local government to handle that kind of publicity.
Best thing to do is call the cops on the guy and have them prosecute. Then they'll put his pic and bio on the net

I suppose you can do it anywhere. On your website, your home page, a BLOG. BUT, I'd be careful. Make sure this person is a CONVICTED sex offender. If his case is still in court don't go there. If there has NOT been a conviction, don't go there. The only way you'd be covered legally is if this person is a CONVICTED sex offended. Good Luck.
