i am aware of what i am allowed to do but when is it effective? what does effective on execution mean?

Upon execution means when the document is signed and (if needed) notarized. You might also be required to file a copy with the court clerk. This would be a good idea if you have control of any real property, so the house can't be sold without your knowledge.
