Vegeta, for the simple fact that he doesn't have the "hero button". Hero button is the the fact that the main character always has everything handed to him on a silver platter i.e. goku always being the strongest. The only reason future trunks was able to surpass his father is that his father, future vegeta, was killed by android 18 and he was able to come to the past and get 2 years of free training in the Time Chamber. He never surpassed present-time vegeta. had cell not decided to hold the cell games, he would have killed trunks just as easily as he beat vegeta, if not more so since Future Trunks is a homo who is hot for Goku.

In my personal (possibly pointless) opinion?
Vegeta. He has the drive, the presence, and the skill to take on anyone... and if he had the natural talent of Goku he'd be absolutely unstoppable.

I say Goku, But I haven't watched DBZ in awhile. I would say either him or Vegeta.

Future Trunks.
Vegeta had the power. But Trunks had the drive and allowed him to surpass his father.
