What causes flash back on a propane bottle mounted heater?

The flame seems to jump from the screen down the tube to the orafice. I have disassembled and cleaned the unit to no avail.

check and make sure it is screwed on to the bottle good and snug. It sounds like a leak. You might also check the rubber seal in the neck of the burner. It could need to be replaced.
