Though it is correct that Hitler did not sign any document concerning the holocaust himself (as far as i know, the only order to kill he ever signed was the order to kill handicapped children - euthanasia), there is indirect proof of Hitler knowing about what was going on in KZs because high SS officers reported to him and wrote letters telling him about their "successes" in killing jews.
So, he knew about it.He also was responsible for it because he was the one in charge of pretty much erverything.
Besides, if you read his speeches,he clearly says that hes going to kill the jews.

There were no reported abuses to US sanctioned prisoners i(i.e, approved by Bush) n the current war until the press stepped in. The press during WWII had less access to opposite sides of the war. The US was also trying to stay out of the war, so for quite a while, holocaust issues were ignored. Bush is not directly on any documents, but I believe will be accountable in the future.
Bush has also been hiding behind making his own interpretation of the laws. It is easy for people at the top to hide their involvement.
I am not sure what you think propaganda blaming Hitler would gain. It happened under his watch. It has been documented that he killed his own family members because of some Jewish heritage.

It's usually the Nazi's, as a group, and some of their depraved members that are directly blamed. Even if there really are no "documents" (and I doubt that 'fact'), Hitler was still the dictator, the leader, and is ultimately responsible.
