From the train station buses 83 and 106 runs up Chunggang Rd (Main Rd). Get off at Sogo. For the next 3 blocks, the area left of Chunggang Rd is the Canal district and Little Europe with lots of pubs and restaurants. Go down the canal (to its right) till you get to the Frog restaurant. Ask for a Compass magazine - free monthly English mag distributed at pubs and foreign restaurants. INSIDE THE COMPASS IS A REMOVABLE MAP THAT WILL ANSWER ALL YOUR QUESTIONS!

Matt's answers are good. For the other part of your question, the bus is an easy way to get there. If you can get to Taichung Gang Road 台中港路, a lot of buses run up and down and stop at SOGO. I usually used the green bus line 統聯 (Tong Lian). #83 runs from the train station up to Tunghai University and would stop at SOGO, which is near Little Europe. (There's a great little Mexican place there called Frog's, I think.)

To get to the art district that Matt mentioned, use the green bus line #75 (here's a link to the bus map: http://citybus.tccg.gov.tw/). I think you get off at 美術館(Mei Shu Guan), which is the Art Museum.

If you can find a Compass magazine (an English magazine for foreigners in Taiwan), it should have a handy map with lots of Western restaurants and nightlife spots marked. Try and find one--that's probably your best bet.

Taichung has a lot of choices for western food.

areas with lots of choice- little europe 'the canal district' between sogo and world gym off taijunggang road.
beside the art museum is Wu-Chuan 4rth street with a lot of tea houses and western style restaurants. beautiful area, good food.

Notice in the above site they spell Taichung "T'ai-chung" it is really annoying if you search that- people add their little marks and its no wonder nobody can find it. Some reviews compiled by myself and a couple other people (woot! self repping!) exist there... but it is not enough yet. (I am not paid so I really only do reviews when I am bored and have some free time which is usually filled by going out to the restaurants and not writing about them LOL.)

Feel free to complain about their method of spelling Taichung. perhaps if enough people start complaining they will edit that in their database. Please join up and start typing. It appears to be a dearth of fact-checking on the web regarding restaurants in Taichung at the moment (in ENGLISH)

there is tons of stuff in chinese at

and on the chinese version of yahoo answers. (according to my wife- she always gets her reviews from there.) if you can speak and type in chinese you will get more results.
