Where have you been parking your car? The only ways I can think of are...

(1) Don't own a car.
(2) Don't park your car where thieves can get to it.

I don't own a car. I walk. That might not be practical for you.

If you pay close attention, you might notice that your license plate thefts are reasonably well correlated with the races who are nearby where you parked your car. Whites and Asians steal the least. Blacks and (non-Asian) browns steal the most. Don't believe it? Good luck paying those license tag replacement fees, over and over and over... until you learn.

A good place to get anti theft bolts is Target. Just take one of your old bolts with you so that you know they will fit your new plates. They come with a neat little key that takes them off, and your average plate stealer wont have that key. They are a miracle for cars parked in the city, I live near Washington DC and have never had my plates stolen.

Go to the hardware or automotice parts store and get tamper resistant bolts that require a special tool to remove them with. License Plate Security screw kit is what it is called. It's not 100%, but anything to make yours more difficult will deter and they will prey on easier unsecured plates.

Don't know much about the DMV aspect of it, but I can tell you that this isn't THAT big of a deal, if you take the ticket down to the PD that cited you along with all your receipts and what-not, and calmly explain what is going on, they're going to help you out. Fix it tickets in the city I work for cost 10$ to get written off.

Use a screw with an unconventional head. Most folks use flathead, phillips, or hex head screws. All are very easy to remove.

I went to my local hardware store and bought a stainless steel screw that had two holes in the head to turn the screw and bought a bit to match. I did this after the dealership kept putting advertising trim plates on my car.

As soon as a thief sees the type screws you have, he will move on to easier prey.

Park in well lit places, hopefully with security cameras near by. Also you can get Tamperproof screws, that require a special tool.

Park your car in a well lit area preferbly in front of your home or a home. This usually discourages criminals. But if a person wants your plates bad enough they can get them.
