On each of the routers, assign a static DHCP address based on the MAC address of the other person's wireless card. Based on that address, you should be able to restrict that machine from getting to the internet within the router config.
Unfortunately, most wireless cards only allow you to be on one wireless network at a time, so you would have to switch between the two. Each network would need to have its own SSID.
Now, if you wanted to get fancy, you might be able to pull something like this off:
-Connect your routers with an ethernet cable. If this is not possible, then this plan won't work.
-Make sure your routers have different internal IP addresses. For example, set one to 192.168.0.1 and the other to 192.168.0.2
-If yours is .1 set your default gateway to 192.168.0.1. Then set their default gateway to 192.168.0.2.
Unfortunately, you will experience difficulties if you set your SSIDs to the same name, and you do not have a connected LAN behind them.
I've never done this, but I suppose it would work pretty slick if you had 2 wireless cards in each of your computers, one on each of your own networks and one on each other's.

In order for you to share files, you would both have to be part of the same workgroup. Meaning you would have to allow your neighbor to join his computer to your network. Once that is done, you would be able to share files.
Depending on your router, it should be possible to prevent the neighbor's computer from going to the Internet through your router. The setting to control that would be under the firewall settings for the router. Check the documentation (or Netgear web site) and the information should be there. Do not have a Netgear, so can not give you a step by step - sorry...

Well i would not let her get free internet!! That is so rude! You sound like you're a really nice person and you don't want to upset her but you can't let her take advantage like that. And that is a perfectly reasonable reason. Why should you put up with slow connection when you're the one paying?? Just tell her straight and if she's an actual friend she will understand. You don't have to be aggressive just say what you have said here.......

Loop a clothesline around 2 pulleys - one pulley at your window, the other at his. Put clothespins every few feet. When you need to send a file, clip the folder onto the clothesline and send him an email telling him you are sending a file. All he needs to do is pull on the line until the fille arrives at his window.

you make a network disc using the network wizard and setup the disk without internet sharing but allow file sharing

erm... how about just using a CD, DVD, memory card or USB stick. thats how i do it, or just email the files!
