Well, in the 1800's and such, people used question marks and exclamation marks in the middles of sentences. Such punctuation is considered incorrect today. If your question mark was in quotation marks like this:"How are you?", said Dave.
You can continue the sentence after the ending quotation marks.

The sentence you used as an example is incorrect. You could've said "Are you allowed to put more than one question mark in one sentence, or does a question mark stop a sentence?" Question marks, periods, and exclamation points always go at the ends of sentences.

In proper grammar, a question mark ends a sentence. Therefore, by definition you can have only one. A period or exclamation mark also end a sentence.

In practical use, people frequently will end a sentence with a question mark, but then pose an alternate but related question with a second question mark (without really starting a new sentence.) This is somewhat similar to what a semicolon is and should be use for.
