Make it a market driven solution instead of a government one.

When the Americans with Disabilities Act came through like a bulldozer forcing businesses to spend collective Billions on access, there were a lot of hard feelings. Businesses understandably complied only to the extent that they were legal.

If I were handicapped, I would write letters or visit businesses and work out some way to be accommodated in return for patronizing the establishment. It would be up to ME, not some phony politician. And the business would spend money accommodating people who actually shopped with him, not millions of other handicapped people who never had any intention to shop there. If he didn't spend the money, I would just go elsewhere.

Otherwise, it is dishonest and it is asking a private business owner to assume some obligation that he doesn't have.
