Get the police involved if it is a serious issue. Like, truancy, stealing, physical threats, drugs, vandalism, etc.
If the school is refusing to help, then make an appointment to speak with the superintendent of your school district.

You don't say what the problem is. But you need to step up and be a Parent. In other words do what you can first, before calling outside help.

you can take an out of control teen warrant and your child will be arrested and placed in a juvenile detention center where they can counsel him or her and you can request the type of medical or psychological help your child needs.
