She talks when you dont want her to and doesnt talk when you do....she screams for no reason and says random things out the blue....
Is she weird or am i not understanding todays world?

I love unpredictability in a person. Unless I don't really like them that is. Then it's just confusing.

It sounds like she may have what's called Tourette Syndrome. This can cause a person to "act" differently than others and scream/yell out for no reason whether in general conversaton or out of the blue. She may have already been diagnosed with it and lives with it or she may not know she has it. I'd maybe mention it to her parents possibly and see what they say or ask them for suggestions if she does have it. Be diplomatic and sincere about it, not like "Your daughter is really weird, how do you handle her" that would be a bad way to go about it. Let me know how things go!

Unless she's just doing that to annoy you(or was never taught good manners), she may have some form of learning/developmental disability which would need a diagnosis from a professional.
