Infrastructure is really the key. If you want to help every citizen, you must first have an efficient means to access every citizen, then provide those citizens with the access and purchasing power to create sustainable development. I've already recommended this book to another person today, but... read Jeffrey Sachs' book "The End of Poverty." It directly answers your question.

I think the prices of the nutritious food must be slashed down,so that people esp.poor can have it.The reason is plain and simple that if the prices of nutritious food is high,then they(poor) cannot afford it.
