What does he like? Is he into sports, maybe you want to strike up a conversation about his favorite team or player... Ask him questions or give your opinion about a game.... Some guys just like the attention so whenever you see him, make sure you smile and you call him by his name- "Hi Jason... How are you?"

Always be in his or her space, find out what they like and master it. Or a more direct angle just tell them how you feel, this way you wont waste alot of time if they don't like you.
