You are talking of Sade sathi, the time that saturn transits the zodiacal signs that are 12th, the sign at the time of birth and the second house. For example, suppose Saturn is in Mesha (Aries)at the time of birth. Then the Saturn influence of Sade Sathi starts when Saturn enters Pisces (which is the twelfth to Aries), Aries and Taurus (the second to Aries). Since Saturn takes 30 years to go through all the twelve signs of the zodiac (it is also the time to go around the sun once), it takes 2 and a half year for each sign to be transited. So, 7 and a half years for the 3 signs to be transited.

The effects of Saturn in the three zodiacal signs depends upon the nature of the zodiacal sign and Saturn's relationship, the significance of the house with respect to the Lagna (ascendent) and many other factors, including the various Yogas.

It is generally believed that if Saturn gives good results while entering the 7 and a half year period, he will give bad results when leaving and vice versa.

The only "71/2 Saturn" I could find has to do with Hindu horoscopes.
