I have radiator heat, however some rooms do not have heat and is cold all the time, I would like to make a daycare in my basement that needs heating. I am wondering what the best and least expensive way to heat it .. I am nearly bankrupt at the moment.

Adding radiators to an existing system is possible, but not cheap. You will need to hire a plumber, and may need a larger boiler to handle the additional load.
You're cheapest solution for now will be space heaters, however; if you're planning a day care in your basement, there are some safety concerns with space heaters. So be careful.

The way your heat works is that hot water is pumped through pipes, into the radiators or baseboards. There, the water's heat is exchanged to the air, by the shape of the coils or fins. The water continues its circuit, back to the boiler, where it gets reheated, so the process can begin again. If you have more than one thermostat, you have more than one loops, or zones. Adding a heater simply involves cutting into the loop and diverting the water through another heater. You just have to make sure that your boiler and circulating pump are capable of the extra work. Your heater should have a manufacturer and model number. Contact them with more detailed info and they can tell you if you're OK.

Electric heaters are cheap. How much do you pay for electricity? What do you both for fuel? Adding radiators with proper controls as an expensive proposition.

Hire someone that is heating cert. not someone toilet cert. just because the truck says plumbing and heating does not mean they went to heating school.

You can, but I would use a licensed plumber to do it. I know you said you wanted to do it cheap, but you need to do it right.
