what are the qualifications and where are they, how would you get this help? If anyone has any suggestions I would appreciate them. Or if there is not anyone that would help, then what is the cheapest way to get one put in? What do you look for to get a good deal here?

Sometimes your local utility company has financial incentives or aid to upgrade old heating/cooling systems. Give them a call.

Yes it can be done. You need to contact some HVAC companies to inquire if they offer financing. Most work with finance companies or banks to get their customers approved. I trust your credit is in fair shape. The better it is, the better your chances are. Comanies that carry TRANE, AMERICAN STANDARD, CARRIER, LENNOX systems normally offer financing.
Be careful about the CHEAPEST one. The better ones have warranties and are installed professionally by certified technicians and installers. Quite often I have discovered that people that buy the 'cheapest ones' end up paying more in the long run. A good heating and cooling system offers you COMFORT and will add to the value of your home.

You really need to be careful here. People will finance your units at a very high interest rate. Don't go cheap, you want a unit that will last at least until its paid for. You can contact your bank, they may be able to help finance you, shop installers, maybe you can find an interest free deal, but make sure the price hasn't been run up to compensate for the free interest. Research and you can find a deal around where you live.

Community Action Agency -- Do a search with the state, and county, and you should go right to your local agency (it may have a slightly different name, but it should pull up)

Over 90% of all Community Service Block Grants are administered by Community Action agencies. Home weatherization is just ONE of the many services they offer help with. (That includes replacing the heat/ac if needed.) To qualify, the homeowner has to meet certain income guidelines. Just call ahead to see what you will need to bring with you to the office.

While you are there -- ask about other services they have available -- typically, if you qualify for help in one area, you can get help in others, for example, utilities, food, healthcare, etc.

I have read of a government assoc. Called
H E A T I understand they can help. If someone is disabled and on a low income, you could contact Social Services. Look and see what you local town or state has, Check the Internet or the yellow pages.

Have you tried your Chamber of Commerce. Or the food banks they can tell you about all kinds of services for low income.

Call your power company. Some will finance it for you and you pay them monthly via your utility bill.
