I'm going to answer this backwards:
[all recepies are in the source section, as well as the creme brulee serving dishes link]
Dessert: Strawberry Truffles are delicious and a festive color and aren't ho-hum basic cookies or cake OR you can make creme brulee and serve it in heart shaped dishes.
Main Course: I found a great rack of lamb recipe that sounds delicious and goes along with the luscious theme of the truffles or creme brulee
Appetizer: I've suggested a three cheese fodue recipe because you could feed eachother while you eat the fondue, which is always romantic :)
I hope at least one of these ideas sounds good to you!

Any food will be romantic if it's done in a nice presentation - you know, candles, tablecloth, flowers. However, something rich and decadent would be nice, like lobster thermidor or if you want lighter fare, poached salmon. Stuffed mushrooms are easy and good for an appetizer. And dessert should involve CHOCOLATE! Chocolate dipped strawberries, chocolate mousse, a rich chocolate cake or chocolate cheesecake. Personally, if a guy wants to cook me dinner, I think the whole idea is romantic. Lucky girlfriend!
