I had my brake pads cleaned because there was some dirt between the pad & the disc & they were making a funny sound. The guy who did them removed the pads & cleaned them. He never bled the brakes when he was done. Will this cause a constant drop in fluid?

nope, as long as you never disconnected the line from the caliper you dont have to bleed the brakes, and again as long as the line was never opened it cant cause a leak. you must have a blown line somewhere or a leaky caliper or wheel cylinder (my bet would be a leaky wheel cylinder)

It may not ( it depends on the amount of air in the system as well as the type of line feed to the discs, for example if you are talking about an SUV there will most probably be losses, because there is no expansion cassette from the master cylinder at least that was the case with my last 2002 Santa Fe not to mention that the lines are curved i under the line of the disc, but if its a normal sedan the expansion cassette will compensate any volume increase due to air in the system) but it will sure decrease the breaking capabilities of your car. It is strongly recommended that you bled the system.

You might see a small drop in fluid level because the pads are now traveling farther, since the dirt was removed.
if you keep loosing fluid then you have a leak

A drop in fluid level is caused by a leak. Its a closed system. Where else is it going to go unless it is leaking out.
