Tie a rubber band around your fingers on your right hand. Play scales to a metronome. That will build up your strength and speed.

Pick up a couple of exercise books for bass (string bass books will work). practice a block of them daily, increasing your speed as you go. These will not only help you play faster, but will increase your technical skill.

practice your scales starting slow using a metronome, and gradually pick up the pace. after a while of this(it varies from person to person) you'll be faster and better and not even realize it. also try to get into bluegrass music as it will help.

do finger exercise. touch your fingers to your thumb one at a time . go slow at first , you should be able to touch your thumb with out any problems. then next day speed up a little faster and so on.
