Does anyone have any idea who generally is contacted in order to find out if a property owner is allowed (with permit or without) to keep certain animals on his property? Does zoning have anything to do with it?

I'm curious about this because one neighbor has horses and it appears that is allowed yet another neighbor had reindeer (for years) but all of a sudden had to remove them from his property.

I asked how does one go about finding out about what is allowed (with or without permit)...not about animal viruses.

You need to contact the land use officer which is located in your Town Hall in the building permit office

Normally that is in regards to zoning. The zoning of where you live should tell you if you can keep livestock or not. It also has some regards also to local laws. It can partly depend on the number or type of animal. Like chickens may be allowed due to their size in a city, but not over so many.

changes in legislation regarding the keeping of animals naturally occurs in accordance with the arrival of diseases such as foot and mouth or other viruses that may have a negative effect on the livestock or human population in the surrounding area.

Just because something was 'ok' until recently doesn't necessarily mean that it's a conspiracy that science has proven that it's not, in fact, OK.
