What I meant was, who is "he" in the line, "Since he's been here" and "he"subsequent lines.

According to an interview I read with James, "He" is evil. He said it's not aimed at one person or one government but 'he' stands for those who would harm others in the name of some ideal.

He wrote it while stationed in Kosovo

he told the story at his concert.....its about when he was in the army and & was in some 3rd world country...but i cant think of where..at the concert, he showed actual footage from when he went back there to visit after he was out of the army (he was an army captin in the british army)

"He" represents a concept.

perhaps death, or overweening arrogance, rather than a person.

One could also take it to mean a soulless soldier, who kills and kills and kills without thought or remorse (linking back into the 'No Bravery' theme of the song.)
