It comes with experience. Especially in eastern Canada, where 30-40cm snowfalls are quite common. Winter lasts for 6 months of the year. You either learn to deal with it or you move. In places like Vancouver, British Columbia they rarely get snow during the winter months, but when they do, (this year especially) they can't deal with it. In eastern Canada, when it's -30 degrees, the kids still go to school, the roads get cleaned, and life goes on as just another day. Southern Ontario (Toronto) gets snow but much less than other areas. They too can't deal with it. A few years ago they had a large snow fall and had to call the Army in, to help them clear it away. While the rest of Canada laughed hysterically.

Sounds like you live in Toronto. I live in Ottawa and we cope just fine with snow. In fact lately we have had less snow than usual and we are surprised. Several years ago there was the great ice storm that knocked out eastern Ontario, that would be Kingston and eastwards thru Quebec. During that period there were power outages for several days, businesses closed down, traffic came to a stop there WAs a state of emergency involved. Several US power crews, bless them, came up to help. We survived and persevered. Yet,Toronto soon had a little dusting of snow,Mel Lastmen, the then mayor wass up in arms. He called the army to dig out Toronto. It was a joke. A friend of mine was sent there and the army personnel were looking for all the snow. He said gradeschoolers could have cleaned out the snow. But Mel and Toronto, like always, wimp out at the first sign of trouble.

Try living in Russia and getting to work where the temperature is -30 and the snow is 1/2 metre deep (in urban areas).

The UK is not as familiar with white out conditions as much of Canada is. Much comes to a standstill in Canada as well, it just isn't top news in the UK.

It's what you're used to.
People in Canada get much more snow that people in the Carolina's so they should know how to navigate the white stuff better.
People in the desert can handle heat better than the folks in Alaska.
It's just common sense really.

The Public Sector workers (or should that be SHIRKERS) want any excuse for a day off..
...2 inches of snow worked fine for them.
