They should do fine. I think it probably will freeze again before winter is over but trees and shrubs can be planted anytime the ground is not frozen. They may need some extra protection if the temp. really drops. Be sure they get enough water even though it's cold out. The roots are underground, where it's warmer, and are developing even when there is no top growth. Wait another month before planting veggies, seeds, or annuals.
(based on my experience -- Ft. Worth, Tx.) Good luck.

Yeah, it may frost or even freeze, but not a hard freeze. Regardless, now is the time to plant trees anyway, before it warms up. I live in OKC, it's been below freezing most of Jan and Feb so far, but my roses are already starting to bud, and I have snow on the ground from 2 weeks ago. You should be fine with roses now as well, they are quite hardy.

I'd wait til March personally. Contact the Master Gardners in Bexar County for more info, or listen and call the WOAI Gardening Show on Sat. I think the show is on from 8-11 or something like that.

You might be alright to plant as long as you have some kind of covering available in the case that it does frost again... I don't know how big your roses are, but if they are just starting out, you can cover them with a 2 liter pop bottle with the bottom cut out if it gets cold :)
