in the godfather prt 2 when the senator is found in fredos brothel is it luck for the corleones or a set up?

i always assumed it was just a lucky break for the family but have since pondered that it may have been a set up though i dont think it is ever exposed as such .can anyone give any evidence to support the set up as i hope it was

Complete set up from the beginning. It is not just a coincidence the Tom Hagen (Robert Duvall) just happened along when the Senator sobered up.

The Corleones set him up so they could black mail the senator to do their bidding.
