Right click on the START button, click PROPERTIES, click CUSTOMIZE, click the ADVANCED tab, under CONTROL PANEL check the 'Display as link' option and click OK.

Right click on the Taskbar and go into Properties
Go to the Start Menu Tab
Go under Customized
You can turn on and off the Control Panel (and other items) displayed on the menu there.

right click on your taskbar > properties > start menu > Customize > Advanced > control panel options which ever u like you can get it

rightclick on startmenu > properties > start menu tab > costumize > advanced tab > in the start menu items box you will see control panel > display as a link/display as a menu/dont display this item, choose what you want
