It doesn't hurt all the time, sometimes you don't feel anything. The pain is not anything extremely uncomfortable just kind of annoying. It is in an area while sharp pain in is deep pain in a particular area.
Dull here means the opposite of sharp. Sharp pains are very painful and don't let up.

If you think of "sharp" pain as one that has a sort of stabbing sensation, then dull pain is the opposite. It's more of a sore, achy feeling.

a dull pain usually affects a small area but is not sharp...the best i can explain it would be banging your lef on something and having that annoying pain although not that bad on your thigh.
