This is Yahoo's free web site hosting. You will be able to set up a web site using either the site building wizard they have to walk you through it. Or if you know how to program a web site, you can build it on your own and upload it to here.

You do have to put up with a ad appearing at the top of your web page. (You have to pay for the "free" site somehow).

Start there, get some experience, and once you understand how web sites work, you will be able to decide what services you need and find a paid host that will provide those services.

depends on what website you want to build

but for basic requirement i can say it's going to cost you around 8.95$ for domain name and 3.99$ a month for 5 GB space and 250 GB Transfer
