Yes and no. Reality shows are not guaranteed successes (see The Benefactor, Armed and Famous, etc.), but they are less of a risk because they cost so much less to produce. . . fewer performers, fewer writers, a set that often does not change.
Let's take a look at two shows often in the top 20: HEROES and Deal or No Deal.
Heroes has a large cast of actors who must be paid a certain amount every week, a stable of writers who need to work out a script every week, a top TV director, special effects, hair and makeup for the cast, guest stars, and extras, locations scouting, set building,
Deal or No Deal has 1 set that never changes. More than one episode can be filmed the same day. Yes, there are a lot of models, but none of them speak--they don't have to be paid much. Their hair and makeup is somewhat basic--no need for fake blood or other special effects makeup. Howie Mandel is the only person on the show who draws a big salary. There are writers, but the show is mostly unscripted. And the top prizes are likely paid out not by the show but by an insurance company.
So even if a reality show is not a success, it's less of a risk to produce--which is why you'll keep seeing them churned out.
